What is NMPA cosmetics filing?
The NMPA (National Medical Products Administration) requires filing for ordinary imported cosmetics and registration for special-use products (sunscreen, whitening, hair dye). Without approval, selling in China is illegal – including via e-commerce platforms.
What is the difference between filing and registration?
Ordinary cosmetics (skincare, makeup, haircare) need only filing (notification). Special-use products (sunscreen, whitening, hair coloring) require full registration with stricter review, longer timelines and more documentation.
Do I need a Chinese responsible person?
